YUL Closure of runway 06L/24R
Rehabilitation works on runway 06L/24R, and its related taxiways will
occur from March 13th, 2023, until June 23rd, 2023. During this period, runway
06L/24R will be closed, and only runway 06R/24L will be available for flight

Transport Canada Radio Altimeters (RadAlts) Consultation
On
Monday this week, an industry-based consortium, that includes the CBAA,
submitted comments to Transport Canada's RadAlts consultation request regarding
the mitigation impacts for 5G C-Band interference with aircraft radio
altimeters. Members wishing to contribute comments or information may do so in
writing to membersupport@cbaa.ca. A response to Innovation,
Science and Economic Development (ISED) is also being prepared to comment on
the proposed technical standards for 5G.

2023-002 – NEW Subpart 407 - Approved Training
Organizations and Amendments to the Canadian Aviation Regulations.
Transport Canada is proposing to amend
Part IV of the Canadian Aviation Regulations (CARs) with the addition of a new
subpart, Approved Training Organizations (ATO). The new subpart will contain
the requirements for persons obtaining a Canadian ATO Certificate and for the
authorization for the delivery of training programs that require approval as
per the CARs.
ATO regulations within the new subpart
will not apply to training programs where the Air Operator or the Private
Operator is training their own flight crew personnel in house. The ATO
regulations will apply to contracted organizations who provide training on
behalf of the operator.

Here is Global Exemption NCR-006-2023. The purpose of this exemption is to allow candidates who hold
a valid Category 4 medical certificate or whose Category 1 medical certificates
issued or renewed by the Minister of Transport no longer meets the validity
period for a Commercial licence yet is still valid for a Private licence to
attempt a flight test for the Private Pilot Licence, Commercial Pilot Licence,
Airline Transport Pilot Licence or Flight Instructor Rating as a temporary
measure until the end of the validity period of this exemption. This exemption
extends the regulatory relief previously granted under exemption NCR-005-2022.
CARs provisions: paragraph 401.14(1)(a)
Here is Global Exemption NCR-008-2023. The purpose of this exemption is allowing all licensing
applicants who have applied for a permit, licence or rating after March 11th, 2020,
but no later than February 29, 2024, and who have successfully-completed the
knowledge requirement, to extend the knowledge requirements by 10 months. This
exemption extends the regulatory relief previously granted under exemption
NCR-029-2022. CARs provisions: Subsection 400.03(1).

NAV Canada Aeronautical Study – LOS
Briefing regarding Prince Albert, AB – 22 Feb 2023
Nav Canada is resuming study that had
been initiated in 2020 – they will be issuing Notice of Proposal with 60-day
consultation. This Aeronautical Study recommends the following to provide
airport accessibility in the region and meet customer requirements:

Reduce the Aerodrome
Advisory Services (AAS) and Vehicle Control Services (VCS) hours of operation
at Prince Albert Airport from 24 hours to 15 hours per day from 0700 to 2200
local time.
·
Install an Automated
Weather Observation System (AWOS), including weather cameras and a
VoicGenerator Sub-System (VGSS) broadcast, to provide an AUTO META/SPECI
service, in support of 24-hour Aerodrome Forecast (TAF).
Here is Global Exemption NCR-007-2023. The purpose of this exemption is to allow applicants who have
applied for a permit, licence or rating after March 11th, 2020, and who have
successfully-completed the skill requirement, to extend the skill requirements
by 10 months. This exemption extends the regulatory relief previously granted
